How Belt and Road Initiative Recovers from Impact of Post-Pandemic
The COVID-19 has brought a huge impact on global infrastructure construction. From the perspective of capital investment, the spread of the epidemic has disrupted the support of many countries and companies for infrastructure construction at home and abroad, and has created financial challenges that cannot be underestimated. According to the "Infrastructure Monitoring Report 2020", due to the decline in both government and private investment, global infrastructure investment in 2019 was down 64% from 2010.
The “Belt and Road” (BRI) project has also been affected. The survey found that as of June 2020, about 20% of the “Belt and Road” projects were severely negatively affected during the epidemic, and another 30 to 40% of the projects were affected to some extent. Studies have shown that China’s overseas investment in countries along the “Belt and Road” will be US$47 billion in 2020, a 54% decrease from 2019. Disruptions in the global supply chain, blockades and travel restrictions on foreign workers, especially Chinese workers who are usually employed in the “Belt and Road” project, are some of the main reasons for the suspension and slowdown of the project. Many “Belt and Road” projects are in developing countries, where it may be more difficult to control epidemics and promote recovery than in more developed countries. The resumption of work in these countries largely depends on the speed at which the infection curve flattens and the availability of medical and healthcare resources.
However, the proportion of infrastructure investment in the overall "Belt and Road" investment basket has not fallen but has risen, rising from 70% in 2019 to 80% in 2020. The China International Contractors Association reported that the epidemic has worsened the international development environment for infrastructure construction, increased the maintenance costs of infrastructure projects, and closed border measures inhibited the "rigid demand" for personnel and materials in global infrastructure.
Despite the many obstacles, global infrastructure construction will still become a key area for China to promote global development and provide public goods. In the face of post-epidemic, the "Belt and Road" initiative and its infrastructure activities need to be adjusted continuously to achieve stability and long-term development. First, strengthen the institutional support for the "Belt and Road" infrastructure activities, Secondly, strengthen soft connectivity, strengthen the development of BRI.
